This is a popular phrase that basically says the following: "Yes, it is a good idea to stay close to the people you trust; however, it is also important to watch your enemies closely." This way, you will be able to see what they are up to, why they are up to it, and when to expect the trouble that might come their way.
The phrase is often mistakenly attributed to Sun Tzu or Machiavelli, but the modern phrase actually became popular thanks to the movie "The Godfather Part II" (1974), in which the character of Michael Corleone uses it as advice given to him by his father.
