The Hijrat Movement emerged as a spin-off of the Khilafat Movement in 1920, with prominent religious leaders such as Maulana Abul Kalam Azad and Maulana Abdul Bari giving a fatwa, or religious decree, against British India, terming it Dar-ul-Harb, or the Land of War, as Muslims were not able to practice their religion freely. Therefore, some 18,000 to 20,000 Muslims began their journey towards Afghanistan, which they believed to be Dar-ul-Islam, or the Land of Islam.
The idea, however, ultimately ended in failure as the Afghan government, overwhelmed by the number of refugees, closed its borders and forced the refugees to return.
