Pakistan, being a signatory to the 1978 Alma-Ata Declaration, initiated the National Programme for Family Planning and Primary Health Care in 1994, also known as the Lady Health Workers Program. The objective was to develop a wide and extensive grassroots base for primary health care services with particular focus on maternal and child health services.
