Although the APHC came together as a federation of several leaders, the influence of Mirwaiz Umar Farooq was instrumental right from the beginning. In fact, on 27 December 1992, at the young age of 19 years old, he called a meeting of various religious, social, and political organizations at the venue of the Mirwaiz Manzil in Srinagar. This meeting directly led to the formation of the APHC in the following year. When the APHC came into being as an alliance of various organizations, Mirwaiz Umar Farooq was appointed as its first chairman from 1993 to 1998.
